If George Freeth was indeed presented with the Gold Lifesaving Medal in 1910, why does he not appear on this list?

I found this by trying to identify the Act that is engraved on the medal: An Act of Congress, approved June 20, 1874, established the Gold Lifesaving Medal. According to the information I was able to find, the Medal is awarded by the Commandant of the U.S. Coast Guard to a person who rescues, or endeavors to rescue, another from drowning, shipwreck, or other peril of the water. To merit award of the Gold Lifesaving Medal, the rescue must be made at the risk to one’s own life and show extreme heroism and daring.
Thus, I believe that George Freeth must have been awarded.the Gold Lifesaving Medal.

Thank you for restating this, but i was curious as to why he is not included in the above link to those who were awarded the Gold Lifesaving Medal.

From a review of the list, it appears that only those associated with the Life Saving Service and/or Coast Guard are listed – so perhaps the civilians that received this award are not listed? There seem to be a number of gaps! So obviously, more research is needed! Mahalo!
