Waters that cause one to droop.

This is similar to the saying about Pāʻieʻie in Hilo:

Luhe i ka wai o Pāʻieʻie. “Drooped over the pool of Pāʻieʻie.”

I seems Hilo was the place for that wai hooluhe.
